
Saber's Duplicate Voter Exchange identifies potential duplicate voter registrations not only in neighboring states, but also in “affinity” states. When new states become members of the Exchange, they automatically have access to the whole network. Fraud and multiple voting can affect the outcome of a close election and statistics show that more than 40 million people move each year.

Saber’s solution helps Member States identify and delete duplicate voters across states.
- Each Member State’s voter record files are uploaded periodically for comparison. If a state has all of its voter registration data in a single database, Saber will support the programming needed to extract relevant data from their systems.
- The application accesses the state’s records periodically and identifies potential duplicate voter records.
- The resulting list of potential duplicates is available to officials via the following:
- A periodic email or fax to each state and county with a list of their potential duplicate voters.
- Online reports for official users to log on to and view. These reports flag potential duplicate registrations for the entire state as well as individual counties.
- Online queries and searches for voters meeting user-defined criteria.
- State and county election personnel access the system via a secure, web-based portal.
- Member States may tag records that have been determined to be (1) duplicates, or (2) two separate voters, so tagged records are not flagged as potential duplicates in future searches.
- Interoperable states will retain full control over their own registration lists.
