Because of numerous regulatory and statutory compliance issues, government's adoption of e-Forms is more critical than private industry’s. Most companies simply allow their customers to input information into a web form and then record that information as a transaction. This is not technically an e-Form because there is no actual “form” at the end of the transaction, only the transaction data.
But for government agencies this transaction data doesn’t meet regulatory requirements to store or retrieve the “documents” submitted by citizens for a specified retention period. In addition, many of these documents and forms specifically require the citizen’s signature in ink.

One of many unique aspects of LiveCycle is the management of a citizen’s form as it is submitted to your agency in BOTH electronic and paper formats. A citizen may fill-in and electronically submit an e-Form. The citizen may then print the e-Form to paper, hand sign it, and submit the paper form to your agency. LiveCycle provides a facility to automatically encode all the data in the e-Form within a 2D barcode that is printed on the paper version of the form.
SaberInsight for Forms scans the paper form, reads the barcode and compares the data on the paper form with the electronic version that the citizen submitted previously. This ensures that no data was changed on the form between the time it was submitted electronically and when it was submitted in paper form with the hand-written signature.
